Delegation reports to the President on civilian casualties in Helmand
 
 The fact-finding delegation that was dispatched as instructed by the President to find out on the casualties and damages caused by the recent military operation by the Coalition Forces in Haidar Abad village of southern Helmand Province reported on their findings to President on July 17.

 In the reporting meeting with the President, Senator Sher Mohammad, head of the delegation briefed the president: “On Monday July 16, a number of civilians were killed and injured with residential homes destroyed as a result of an air strike conducted by the coalition forces. The air strike was triggered after Coalition patrol vehicle came under Taliban attack.”

 The delegation during its assessment of the situation met with local government officials, members of the provincial council, elders, Coalition commanders stationed in Helmand as well as members of the bereaved families.

 The delegation conveyed President Karzai’s condolences to the families of the victims and distributed them cash assistance. Based on the President Karzai’s order, 100,000 Afs was paid to the family of every killed and 50,000 Afs to the wounded.

 Also, the delegation conveyed people’s suggestions to the president asking for coordination with Afghan forces when conducting any military operations.

 For better assignment and coordination, the delegation considering people’s requests, urged that the lead role in carrying out military operations be played by Afghan National Army.

 The delegation called for further reconstruction and security efforts suggesting that any area that is cleared off the terrorists must not be left unprotected as this could re-invite terrorists.

 The delegation concluded that the local people fully support government and any anti-terror efforts to be coordinated by the Afghan forces.

 The President once again emphasized for coordination among Coalition forces, Afghan Army and Police and instructed Defense Ministry to follow up and assure the government on the results.

 It was believed that the role of elders and local influentials proved effective in strengthening security.

 The President once again expressed deep sorrow on the unfortunate incident and prayed for the souls of the victims and a quick recovery for the injured.
