August 21, President Karzai met with governors and police chiefs from across Afghanistan at the Presidential Palace. The event’s purpose was to assess the progress of a two-day seminar entitled “The Consolidation of Security and Strengthening of Local Administrations.”
Haji Din Muhammad, the governor of Kabul, presented a detailed report on the seminar’s outcome. It was emphasized that in order to consolidate security, the police must be strengthened through the provision of equipment and facilities. In addition, it was suggested that a quarterly seminar be held in Kabul for governors and police chiefs to address their problems to ministers and other government officials.
Governor Muhammad added: “Better coordination is needed among governors, security institutions, and the international community for bringing better security, alternative livelihoods, and reconstruction.”
The President, while addressing the governors and police chiefs said, “The people of Afghanistan have never supported their government to this extent in the past. At the same time, the expectations of the Afghan people from their government have never been so high. Thus, we have to continue serving the people of Afghanistan in an efficient and decisive manner.”
“The wishes of the Afghan people are security and justice, and you the governors and police chiefs represent me, the Constitution, and the government. Therefore, you are required to faithfully serve the people and get rid of those government employees who take bribes and oppress their people. No one has the right to obstruct this legal action.”
The President asked governors to reform their administrations, and told police chiefs in provinces where counter-terrorism operations are underway to exercise caution. He urged them not to harm people based on false reports, not to enter their houses, nor arrest them illegally.
At the seminar’s conclusion, the President again mentioned that governors and police chiefs must establish security and justice for the sake of the people of Afghanistan.
