Minister Yousef Pashtun was born in Kandahar in 1947. In 1967, he won a USAID/Kabul University scholarship for the American University of Beirut where he earned a B.S. in engineering and two Master's degrees, one in architecture and the other in urban design and planning. He has taught at Kabul University, was a member of the Executive Committee Loya Jirga, served as Minister of Urban Development and Housing, and was the Governor of Kandahar. He speaks Dari, Pashto, and English.
