Minister Mohammad Ismail Khan was born in Herat in 1954 and obtained his bachelor's degree in Anti-Aircraft Machinery from Afghanistan's Military College in 1967. He served as an officer in the Afghan National Army, but after the Soviet invasion, revolted with his division and became a Mujahideen commander. In 1993, Ismail Khan was appointed Governor of Herat Province and given the rank of General. He was reappointed Governor of Herat following the collapse of the Taliban in 2001. The Minister speaks Dari, Pashto, and some English.
